About the Authors:

Bum Woong Kim
Professor Kim received a B.A. degree in Law from Yonsei University, and MPA at Seoul National University and University of Southern California (USC), and a Ph.D. in Government at Claremont Graduate School. Dr. Kim is Dean and professor of public administration at Dongguk University (DU) in Seoul. He was a Dean of Planning Affairs at DU, visiting professor at USC, has served as Vice President and a member of the Executive Committee of the Korean Association for Public Administration, and was consultant to the Economic Planning Board (Ministry) and Seoul City Government. Professor Kim is currently chairman of the Advisory Commission of Korean Civil service.

Pan Suk Kim
Professor Kim received a B.A. degree in public administration from Chung-Ang University, MPA at Florida International University, and a Ph.D., in public administration at the American University in Washington, D.C. He has served on the full-time faculties of Old Dominion University and Austin Peay State University. Also, he has taught at the American University and Bowie State University in Maryland. He is a professor and chair of public administration at Yonsei University at Wonju. He is currently a member of the National Council of Government Reform and an editor of International Review of Public Administration.
